No. It doesn't "cost" a license, because you can still use that license when you actually install it (provided it is a valid license, and not one that has already been used). Essentially, you should not be doing any of this if you do not have a license, so I guess they figure they might as well ask for it.

Yup, that's what I wanted to say as well. Technically, you don't even need a custom recovery. All that is required is an unlocked (bypassed) bootloader. Root, of course, makes it a lot easier.
