Ok, then what is the solution? The biggest problem, of course, is that if everyone is 'forced' to do it then everybody will raise prices? Could there be incentives instead? Because right now it seems like a chicken and egg scenario.

This is damn hard to do. I over obsesses over just, instead of just 'doing it'. For example, I have a novel I'm writing that I haven't really..finished because I guess I'm waiting for the 'perfect' idea. Maybe I should get to it...soon.........

For example, if you were making $20,00 a year, but got an engineering degree and made $50,00 a year you suddenly have the 'windfall' mentality and in many ways don't think things

It's hard though. Most of the time I overthink, its because of big decisions. The biggest problem is that I think so much I end up regretting my decision because that ONE caveat I looked over.
