There are plenty of nuclear reactors that eat their own waste, eliminating that issue in normal working circumstances, the only real threat is accident or sabotage.

Kefka's not so much a character as he is destruction personified. Joker never won like Kefka did, Bowser hasn't either for that matter. The closest you get is Joker in The Dark Knight if one of the boats had blown up the other and Two Face hadn't been covered up.

The thing is, unlike the Joker, Kefka wins in this one. Playing 10 hours won't get you there nore will you see most of the character growth.
