Non-voluntary tip sharing enforced by management is illegal. Servers work for themselves, not for the cooks, hosts, bus boys, etc. If they want to voluntarily give away their tips, that's entirely up to them.

Tip-sharing pools are only legal if an employee volunteers to do so. Restaurants cannot enforce such tip pools and doing so is a violation of federal law, has been for decades.
