Captain Cold is only a factor once he gets his gun. He only gets his gun by kidnapping Cisco. He only kidnaps Cisco if Cisco isn't preoccupied with investigating Wells/Reverse-Flesh.

FWIW, he did say that people were claiming to have seen a red flash before the fighting broke out at the bank, so his assumption was that the Flash was involved in the robbery.
