I don’t see what the fuss is about outside of the transfer issue.
My whole family played on one town on gamecube/everyone in Japan had everyone play in one town on N64. My wife daughter and I all shared one house on DS.

The rules allow for doing this without penalty. The rules probably shouldn’t, but they do. It’s not cheating to follow the rules.
