Both guys were in the wrong. Mags when he passed on the pit lane (early in the clip above), and when he bumped Jörg going into the last turn. Obviously Jörg's response of putting Mags into the wall wasn't great either. But in my book it was honestly great racing (see related video clip).

Juan Manuel Fangio. Met him in person up at Road America quite a few years back. A very nice guy. Also met Sir Jack Brabham the following year. But I would go with Fangio.
