LeClaire, IA (ex-home of the pickers) city police set up a camera on I80 just as soon as you cross into IA from IL. Hits people from both directions. Gets a fair amount for the city as well. 

Car prices are too much for a typical person to do a 48, even 60 month purchase. That long is needed to keep the cost down. Vehicles today, properly maintained, will go that long without a lot of issue.
