Maybe the Empire, like many large organizations, stores their data largely in bulky outdated formats. The US military still uses floppy disks for much of their nuclear hardware, and the university I work at still uses tape backups. It is expensive and poses a security hole to upgrade.
Maybe, because physical storage size wasn’t an issue with wherever they steal the plans from, they were in an uncompressed, raw format, and it was easier to rip the drive out of the bay than try to extract digitally?
