Because on any given day there are more Police on the streets then there are AAA Drivers. Also, If the Police carried them, they would be sent on more and more calls to unlock someones car.... keeping them away from the real calls where they are really needed.

This past episode he was bouncing around in car looking like a damn methheaded tweaker. It made it very hard to listen to what he was saying as all the bouncing around and weird facial twerks were highly distracting.
