I would suggest reading the book River of Gods by Ian MacDonald. It’s nearly 15 years old but it does a great job of addressing some of the societal issues you mentioned, and I secretly hope they make an RPG of it someday, though that’s a longer shot than Elvis coming back from Io and teaching us to speak Plutonian.
