Canada has a great respect for freedom of expression, but you're right, the policies don't support blanket free speech. This is because a priority has been placed on the protection of minority groups over one individual. This protects Canadians from hate speech, while allowing great freedom of expression.

I'd much rather have freedom from hate speech than blanket free speech.

Canada does not guarantee free speech. This applies to citizens and visitors. Americans can't expect teh same free speech rights in Canada that they would get in the US.
