First thought, it says populations above 250k. Google says Stockton is above 250k. Google also says the murder rate is over 40 per 100,000 people per year for that time. So, yeah, good question???

Nah, infants are pretty easy to fly with. It’s toddlers who tend to be the nightmares.
Six month olds are easy to fly with (usually). A boob/bottle at takeoff and landing and they’ll likely sleep most of the flight (usually). An unruly 4-5 year old, that’s on the parents.
