It says forced to penetrate, but not forced to penetrate by a woman. While I agree that's rape, I argue the rate between women/men is being misconstrued based on victims. If you assume all rape is by the opposite sex then yes, you could go with that, but its an assumption.
While I do question the equality of women and men being rapists (the number says forced to penetrate but NOT forced by a WOMAN specifically to penetrate, so that number means nothing when you consider it could be gay men, etc)... the actual idea behind that (forced envelopment should be rape) is definitely true.

If they're arguing its about pure lust, then yes they're wrong. If they're arguing its about lust PLUS apathy plus an optional (jealousy/power/arrogance/racism/drunkness/...) then I could go with that. Lust on its own shouldn't cause you to rape someone.
