It’s that that particular penalty - like several others in their rulebook, and the NFL’s - comes, by rule, with a 10-second runoff. (It’s to keep you from deliberately stopping the clock with a penalty.)

As someone from the Buffalo area, there is zero shock that this comes out of Cheektowaga. I don’t even venture that way if I have a deep tan. They are surrounded by over a million people that speak the same way and somehow they are so insular they have their own terrible accent.
