But as far as we know thus far, that isn't the way it's going to be implemented. It's going to be a store where you can purchase games, trade games, and sell games. Like an Xbox Live store essentially. Or with what little they've released about it, that's how it seems.

There's been confirmation that the "fee" is the full game price for access to the game. If they are suddenly saying it isn't true, it's because they've realized they are sabotaging themselves. And even if it's not, that's the lowest tier of issues here.
