Women who surrogate are often in a desperate situation trying to care for the children they have. These are people who can afford to go to another country for a surrogate. They could spent a few extra bucks and buy insurance for surrogate mothers who get left with the child - any child - fully paid before pregnancy…

Insurance. I believe in mandatory insurance. If the adoptive parents abandon then there should be an insurance policy that pays more than enough to raise a disabled child. It would be sufficiently rare that insurance could work.
