This is a week late, but there's a lot of truth to that.  I still run Vista (because laziness) on a machine from the tail end of that era.  No problems whatsoever, mostly because I have 6GB of RAM and a quad core processor.

It seems like instead of recurring characters they focus their budget on short-term arc characters that only stick around for 2-3 episodes.
