Probably replace everything besides the block and head castings themselves. Rotating assembly, valvetrain, intake mani etc.

Fun Fact: Those engines were used in indy racing. Including production blocks and heads.

The rating assigned states does not seem to be that efficent at relaying the difference from state to state. The different from Worst to First is 64.7 to 59.0 . One a 100% scale that is almost insignificiant.
