The charge system adds risk/reward at another level to the game. Without it, it becomes rock-paper-scissors on a grid where you just mash circle to choose "Attack" over and over again.

This is why the thought of AT&T pushing everything towards digital phone service is a scary thought. Under the current system they could shut your phone service off or charge you extra to make calls as they begin to count voice against your data usage.
