I disagree - what cars do scooters take off the roads? Most people in SF on a scooter would NOT be in a car. They would walk, use a bike or take public transit. They almost certainly would not be driving their personal car. If they were in an app-taxi like Uber,it would not take that car off the road, the app-taxi
