the actual onside argument is that Milner plays the ball back towards goal, not a city player, so offside doesn’t apply, whether you think Milner deliberately played the ball is kinda *shrug*

From the context of what had just happened, how the calls were going, and how they continued to go, my guess is it was actually aimed at the assistant referee.
