Okay that actually would surprise me, but I don’t think Goku will use it to beat Jiren to end the tournament. I expect a turn at some point that has the two teaming up against a greater enemy
As with anything in DB, the rules for the Spirit Bomb are malleable. One could argue that Jiren is fighting to eradicate all of Universe 7 and so he is “evil”, but you could also argue that Zamasu, as a God, was acting to save the multiverse from the destruction caused by mortals and thus not evil.
