There isn't a robotic billy running around the park with Delores. She is alone as she retraces the steps. However, it is possible that Teddy was created as a robotic young billy. The guy's whole programming is about how he has to protect delores.

The hosts couldn't hurt a fly. But at the end of the very first episode delores kills a fly, so yep things are changing. With a change in code they can easily kill humans. Delores without a code change was able to use a pistol and her code was supposed to prevent that.

They shouldn't call them different timelines. The whole show happens during the same time line. Its just different time periods on that time line. These characters don't exist in alternate realities from each other or anything.
