No way. Looking up stats, a single Ork of the basic troop vs. a single Space Marine of a the basic combat squad, the Marine is equal or superior in every way (except Attacks), most especially the saving throw (3+ vs. a 6+ for Orks).
Paying players can be Space Marines, Chaos Space Marines, Orks, or Eldar.
Unfortunately there doesn't appear to be any Games Workshop locations within 50 miles of Pittsburgh. However, there are a number of independent retailers, Hobbytown USA being the biggest, that will at least carry the sets. I imagine if its a large place, they would have some tables setup, but obviously not 40k…
