Right, those tests have their place (pre-employment testing, etc), but are wholly useless for an on-the-spot check. Plus, like alcohol, every has a different limit that defines when they're "over the edge" so I'm wondering where they even start to quantify that.
Someone (maybe even you, Mister President) really needs to take an initiative against this. Its a condition, nay, a plague, that affects most everyone, it seems.
