I guess it depends on exactly what's meant as base-10. The Roman system I wouldn't describe as base-anything in the modern sense. A base-N system has N distinct symbols which represent the numbers 0,1,...(N-1). Numbers greater than or equal to N are represented by strings of those basic symbols with a given symbols

Mathematics is not usually considered a technology but I think it fits the bill. In particular, I will nominate the base-10 Arabic number system. It provides a very nice structure which facilitates calculation greatly. Just imagine balancing your checkbook using Roman numerals!
