As I understand it, various racial exclusion laws were enacted in the 1840's, including the one prohibiting black people from emigrating to the state, passed in 1848. This law stayed part of the Oregon Constitution until 1926. I'm not sure what your 1857-1868 reference is about.
I am 100% sure of that. This is one of the reasons why Oregon has a very low African-American population (~2% vs ~12 for the US). I could go on and on, but I'm on Summer Break!
