what am I whining about? I still play Shadow Fall on PS4 and I don't really think it should be ported to PC. Sure, I would prefer mouse and keyboard but I can get used to using a gamepad.

you're probably confusing Ubisoft with a different company because they generally always release pre-order content later in a DLC package. Or at least they do for Assassin's Creed.
Actually if you own PS3 or PS4 you can get all the extra content just by purchasing the Digital Deluxe. That also holds true for Steam as if you pre-order it you get the Blume package they say is only for playstation on that picture but it's a lie.
