please don’t ever go out and test drive cars YEARS ahead of your purchase window... That’s several steps beyond plain rude. That is intentionally wasting someone’s time and effort for no good reason.

I would go NP in the $1800-2500 range. This seems like a dealership retail price more then a private party price. Wholesale is probably closer to the $1500-1800 range.
in 200k miles split between two cars and being involved in the rx8 community and working for two separate Mazda Dealerships I have yet to come across or talk to a single person that has had a fuel leak...
My last one had almost 140k before i sold it with the original engine...

No, vehicles just have to be registered in any state to fulfill a dealer’s agreement with the manufacturer. They are not allowed to knowingly sell directly to an export. That cuts the manufacturer out of business.
Agreed, the benefits of extending the term past 72, or even 75 months drop off dramatically. 84 months(or more) is almost never a good idea.
The longest terms come from Credit Unions... not traditional auto lenders.
IF he is truly that far upside down, no one will refi that albatross of a contract. That is probably the primary reason his rate is so high to begin with, he financed too much money for too long in relation to the value of the truck.
No one else will lend $200 to someone without a credit card or credit for two weeks for $16.
