Another surprise: unlike most other MCU movies that stall out at the end, Civil war's last hour is rock-solid drama and action (that you actually care about). If there is a boring part, it's near the beginning/middle.

Eh. I don't really mind the kind of films where characters behave unnaturally/ accept weird situations as long as something about the atmosphere pulls me in.
Is this a Milgram experiment type thing? Because it is every bit as riveting and horrifying.

In my mind, the only other moment that comes close to this one in the whole series is the bit in the last episode where Lindsey and Nick part for the last time (The Groove Line). The look on both of their faces is absolutely devastating.

It's all in the execution. You need to have some mad film making skills (or sequential art storytelling skills) to pull off a potentially cornball scene like that.
