You’re blind. If a white person attacked a black person on a bus while saying I HATE BLACK PEOPLE, or GAY PEOPLE, or MUSLIMS etc. they would be charged with a hate crime instantly. If they were smart enough to attack the person without saying “I HATE ____” it might take a little longer.
