The T-72 was originally intended to be a "mobilization" tank, built only wartime as the T-64s were attrited. But the USSR couldn't afford to build enough T-64s to fill the Army's requirements, so the T-72 was brought in. You could basically buy 3 T-72s for one T-64 in the beginning.
