As of 2018, there were 1,231,798 registered voters in WV. Even your 21K coal miners + adjacent people only captures 1.7% of the registered voters (assuming all of those 21K are registered voters themselves).

Manchin currently enjoys a 61% approval rate in WV. Biden is at 33% approval according to polling.
