Since cancellation is explicitly defined as referring to announcing that a *pre-arranged* event will not occur before the event is actually scheduled to happen, I don’t see how anyone could read the sentence to imply that already-launched DLC will not be available.

If you told me “Game X has canceled 75% of DLC” I would never assume that meant previously released products. The word “canceled” refers to a product that hasn’t been shipped or come to market.
