Altering the way the product works is against the ToS, and they likely need to use mined proprietary assets to design functional hacks. Doing this on a large scale that affects Blizzard’s paying customers in a negative way costs Blizzard money, so they can legally seek damages.
It’s actually cheaper and more efficient to just buckle when you consider the risk.
You missed the point... You don’t get the entire community outraged; it’s just 5 people who post so frequently that it’s mainly their 5 opinions representing the community in a visible way. It’s easy for a handful of people to create the illusion that they represent everyone.

I don’t recall where it says he’s telling them anything. He’s just selecting a support character and using the character in an unconventional, but effective way.
It sounds to me like the issue is that he plays a certain way, and when someone else tells him to play a different way he ignores them. His way is unconventional and it works, his teams are winning, but they’re reporting him anyways because he had the audacity to disobey them.
Be sure to provide Riot a list of every little thing that you personally find frustrating, so they can ban players accordingly. Remember, team games are about everyone else doing exactly what you want them to.
