I always think of dental surgery as no big deal, because as you say, you are still kind of awake. I just had such dental surgery this summer and of course thought nothing of it.

I think that's a normal reaction. I came out of anesthesia and sobbed and sobbed. I think with black women, it is more that they can't tolerate the same dosage given to a white woman of the same weight and height, and struggle to come out if it, needing oxygen, etc.
Yes! Red-heads have trouble too. My niece is a redhead and my mom worries about her ever needing surgery (god forbid).
She tells me that there is a noticeable difference in sensitivity to general, but I'm not sure about local or epidurals. This reminds me - my mom works with surgical patients and she said that black women (and maybe men, can't remember) are more sensitive to the anesthesia. They struggle to come out from being "under." I believe doctors take into account your racial makeup when figuring out dosages.
That's awesome and I will be using socks on my 10 month old. My older son never wanted to climb out but this one is a kicker and climber.
