To me the leveling part of the game is learning the city and gameplay.  Maybe it takes a little too long to get to the endgame, but it introduces you to a lot of neat settings and a few neat stories (agreed, the collectibles are pretty boring compared to Div1).  But the talents on the high end gear and the new enemies…
