Grow up. The author is right: the STS cost way more than necessary for the science it did because of the dead weight of the orbiter it had to taxi to orbit and back.

Soyuz built half of it. You didn’t need the STS to launch those modules, and in fact, because the STS built it, it’s perminantly in the upper atmosphere instead of proper orbit.
