When you say you can't really blame magic for the stagnation of the world in GOT, I think you sort of can. The fact of magic would have been a powerful block against the world being concieved as obeying systematic natural laws that are the basis for science
I think the last book shows us that one of the main projects of the maesters has been to exterminate magic from the world. Maybe they see it as a precondition for the advancement of Science.
