Nothing has been ordered. You are just reserving your spot in line so that if you like it when it comes out, you can order it then. And after you order your car, you will know that status of it, when it is being delivered and everything else, just like you do with any other car you order from a dealer.
$1000 is probably not much for most people wanting to buy these cars. I signed up. I do not miss my $1000 from my checking account and it shows Tesla that I am serious about wanting to buy the car.
I would guess that most people that are buying $35K+ cars are going to be paying at least $7500 in federal income taxes. Plus even if you do not have that tax liability, you can transfer some money from a traditional IRA to a Roth IRA, creating a tax liability to use whatever remains of the rebate.

How does the dealer get the rebate? I thought that at the end of the year when you did your taxes, you would just claim the rebate and pay less in taxes for the year. And if your tax burden for the year was not $7500, then you would only be able to claim whatever you were supposed to pay.
