I think defenses would adjust to offsides, it would just open up the floor. And I think they should enforce the rules with a replay after the game. Basically, just have officials watch the replay and all the flops warrant a yellow card to be enforced in the next game.

Flopping should be a 1 game suspension and get rid of off-sides. Bam, you have a regular watcher.
