I think it’s because Forrest Gump, like it or not, is still a very warmly regarded film. So is Pulp Fiction, but it’s hard to say Forrest Gump is one of the worst best picture winners when it’s still loved, even if Pulp Fiction should have won.

Massively under-delivered seems a bit overblown. I mean, they delivered one of the best Halo campaigns of all time, along with a decently robust free-to-play multiplayer. Massively? No. Maybe partially under-delivered, but massively is a bridge too far.
