Consturcted tournaments that require opaque sleeves. Sealed tournaments that are just what they sound like. And “single deck” (need a better name) tournaments for decks that have been opened and practiced with, but not altered. Easy peasy. 

Not so sure singles wouldn’t become a thing in this game.

Cant see why they wouldn’t have constructed tournaments as well as sealed or “non-deck building” tournaments side by side.

Its only just been announced, and I’m not at GenCon, but from this description, what about the game would prevent deckbuilding or a secondary market?

After the huge departure that Ragnorok was, I wouldn’t be surprised if they went with another genre on this one... maybe a spy thriller like Winter Soldier with fewer explosions.
