It's just an estimate, an average. Some beat the games way faster, some way slower. I play quite casually and like to take it a bit more slowly. So for me that time posted for "main queast" is usually a pinpoint to how long time I'm at least going to have with the game.

You forgot to note that the revenue made from Planetary Annihlation is also used by the developers to live a comfortable life. You can't expect all the revenue to go into another game. They're an indie company, so it's not like they have a ton of money to begin with.
