There's some merit to that, since the first one has the discovery aspect. We are finding out who Jason Bourne is right alongside the protagonist, and all the chases and CIA scenes felt new. He also had the connection with the chick with the red hair, and that did a lot of humanizing.

Man this is a terrible ending. Its so drawn out, and weirdly cruel. Just feels completely out of character with John McClane and out of step with the rest of the movie.
