You are undoubtedly correct. My son worked for Circuit City (moment of silence). They didn’t give a shit how many computers he sold. They cared only about selling extended warranties/protection plans, tech shop services, and cables.

Any company I’ve worked for where company travel was involved, there were specific things covered in our travel policies. They specified the car “size” you were allowed, and they had pre-negotiated rates with whoever the preferred rental company was (typically either Hertz or Avis).

Not sure what your employer’s policies are like, but no way in hell would mine pay a fee like that if I tried to expense it.  That shit would be coming out of my pocket.
