I was hoping for a game where I could play as a corrupt cop but that wouldn’t be a fun game because there would be no antagonist to stop me from doing whatever I wanted. It would just be like I was playing in God mode the entire time.

All policing is done by county or lower jurisdictions in the US. The federal government typically only investigates crimes committed across state lines. Considering how our local cops are in bed with the feds when it comes to civil asset forfeiture I don’t see how the federal government would do it better anyway.
