Oh I can agree that someone who doesn't make an actual informed consent for their children are being bad parents. The TL:DR is that focusing on the type of media and a subjective rating system does not in fact make allowing a child to consume media you judge them ready for 'negligent'.

I think that the reference to lettuce being a crap empty food is referencing Iceberg Lettuce which is used extensively to add 'healthy' options to fast food menus and the like. It has an nutrient density on the list you provided of 18.28. That means in order to get 18.28% of your daily vitamins eating Iceberg lettuce

They are using the revenue to improve choices. However there is a poor history of groups using Sin taxes to actually improve choices. I do hope the Navajo Nation can manage to make it work, but I'm not certain that it won't end up as you describe.

I don't think we should either. That's kind of my point. There is legally nothing stopping a child from going into a bookstore and buying it. There is nothing stopping a parent from letting them read it. So why should people be trying to push and enforce a subjective rating system on SOME media. The content should be

We don't rate novels. So it isn't neglect to hand a child Fifty Shades of Grey. But it would be neglect to let them watch the movie. Or Silence of the Lambs or any number of violent, sexual, or otherwise disturbing works of fiction. Hell comic books still have ratings, so it could be neglect to let a child read

But what about R movies? What about books with violent themes? Do we call it neglect when a 12yo reads 'Lord of the Flies'? Is it neglect for a 15yo to read Akira? Is it neglect if a 10yo watches 'Friday the 13th'?
