The big ARM guys are Qualcomm, NXP, Cavium/Marvel, Broadcom, and some smaller ones like Annapurna.

ARM offers reference designs ready to go, copy the design and tape out. Others add/subtract IP, and there are also semiconductor companies that own architectural licenses and modify the basic core. 30 years in the industry, currently working for NXP.
